Becoming a National Compliance Professional

Its Soooooo Easy To Become An NCP and Join the NCP Membership Group!

The application is a simple 1-page document! And membership is open to ANYONE . . . . . those who have just begun in the industry or those that are veterans!

You can join as a Candidate, NCP, or even an NCP-Executive!

All you have to do is complete a simple NCP Membership Application ... I promise it is simple ... just 1 page long! .... indicating how you meet the two membership requirements - a Education requirement and an Experience requirement.

4 Simple Steps to Become an NCP and Join the NCP Membership Group

Step #1: Meet the Education Requirement in 1 of 2 ways...

  • Pass one of the major industry advanced level compliance exams. Either:

    • our National Compliance Exam

    • the Home Builder's HCCP test or

    • Spectrum's C3P test.


Our National Compliance Exam: If you decide to take our National Compliance Exam, the cost is $199 and is taken at the Housing Credit Online Exam Room. You do not have to take any courses prior to taking the exam if you think you can pass it without such education. Click the link above for a list of testable areas and to register. This is an advanced compliance exam. Testable areas go beyond those that are covered in the HC101 through HC245 courses. The best course to take to fully prepare you for this exam, or for that matter the Home Builder's HCCP or Spectrum's C3P is HC445.

If you take HC445, you will earn 22 credits, which is also enough to earn your Compliance Diploma -- see #2 below.

The Site Compliance Exam is a different exam and passing it does not meet this educational requirement as that exam only focuses on day-to-day compliance and does not touch on the advanced compliance issue.

Home Builder's HCCP or Spectrum's C3P tests: We do not administer these tests. The respective links above will take you to the information pages on those exams. Please understand, if you have already passed either the HCCP and/or the C3P tests, you have met the Education Requirement. We do not make you take our exam specifically if you passed one of these two.


 

OR

  • Earn your Compliance Diploma by taking enough of our courses to accrue 22 credits through any combination of educational courses -- whether online or live (not conferences or Boot Camps).

IMPORTANT NOTE: If you meet BOTH of the educational requirements -- pass one of the advanced compliance tests and earn your Compliance Diploma -- you are eligible to become a National Compliance Professional-Executive (NCP-E) after you meet the experience requirement discussed next.

Step #2: Meet the Experience Requirement. The Experience Requirement is met when you have 6 months or more experience working in the Tax Credit field. Doesn't matter the position just that you have worked with Tax Credits specifically.

Step #3: Complete NCP Membership Application. You must join this group to become an NCP (or possibly NCP-Executive) by completing a 1 page application and paying an annual membership fee. There are 3 different membership fee levels... Regular, Silver or Gold.

  • Regular memberships are $199.
  • Silver and Gold membership levels fees change every year and include special tools you can pick up along with your NCP membership.

Step #4: Annually Renew Your Membership & Designation. All designations/memberships expire on 12/31. NCPs must earn 4 CEUs and NCP-Es must earn 6 CEUs as part of the renewal. Renewal notices are sent out mid to late October.

3 Designations Levels of National Compliance Professionals

There are 3 designation levels which include...

  • NCP
  • NCP-Candidate
  • NCP-Executive

The NCP-Candidate is an entry level designation for those individuals who are new to the Industry and have minimal experience with the Tax Credit Program. The NCP-Executive designation is an advanced level designation for those individuals who have extensive knowledge and experience with the Tax Credit Program. Individuals may join the NCP Membership Group at any level and upgrade their designations as their knowledge and experience increase.

  • NCP

The National Compliance Professional or NCP designation is earned by meeting 2 Requirements:

  • a Knowledge Requirement and 

  • an Experience Requirement. 

Once these Requirements are met, the individual must complete the appropriate form - (if applying as a new member the individual should complete the NCP Application; if upgrading from the NCP-Candidate status the individual should complete the NCP Upgrade Form) - pay the Membership Fee of $99 and submit all to the National Compliance Professional Membership Group for processing and approval.

Knowledge Requirement:

An individual can meet the Knowledge Requirement in 1 of 2 ways:

  1. Pass one of the major industry exams (National Compliance Exam, HCCP or C3P test)

OR

  1. Earn your Compliance Diploma

You only have to do ONE.

The Compliance Diploma is earned by accruing 22 course credits through the Housing Credit Online Training Center or any hosted live workshops or private events conducted by Elizabeth Moreland Consulting, Inc. The Housing Credit Online Training Center has a full array of courses available 24/7 and are accessible on any computer with high-speed internet access. Live workshops are also available and are posted at on our website when scheduled. Elizabeth also conducts private training events. Course credits do not expire nor does it matter which courses you took as long as they are different courses.

Experience Requirement:

The Experience Requirement is achieved when the individual has 6 months or more experience working with the Tax Credit Program. This experience can be accumulated in management, compliance, development, financing or other related sectors of the Tax Credit field but must be experienced earned dealing directly with the Tax Credit Program.

  • NCP-Candidate

The NCP-Candidate is an entry level designation and can be achieved by anyone prior to meeting the Experience Requirement and/or Knowledge Requirement. Individuals interested in joining the NCP Membership Group that have not yet met these Requirements can still join as an NCP-Candidate. NCP-Candidates are eligible for all the benefits of the NCP Membership Group accept the NCP Pin and Certificate. 

To become an NCP-Candidate, the individual should complete the NCP Application, pay membership fee and submit all to Elizabeth Moreland Consulting, Inc. for processing.

Once the individual meets both the Knowledge Requirement and the Experience Requirement, he should complete the NCP Upgrade Form and submit it to Elizabeth Moreland Consulting, Inc. for processing. Once the Upgrade Form is processed, the individual will be notified of their upgrade status and will receive their complete NCP Membership Kit which includes their NCP Pin and Certificate. There is no additional charge for upgrading during the membership year.

  • NCP-Executive

The NCP-Executive is an advanced level designation and can be achieved by those individuals who meet a higher Knowledge Requirements. 

Individuals are eligible for this advanced status if they...

  • Pass ONE of the major industry exams AND earn their Compliance Diploma plus
  • Meet the 6 month Experience Requirement 

To become an NCP-Executive, individuals should complete the appropriate forms - (if applying as a new member the individual should complete the NCP Application; if upgrading from the NCP-Candidate or NCP status the individual should complete the NCP Upgrade Form) -, pay the membership fee and submit all to the Elizabeth Moreland Consulting, Inc. for processing.
