Effective October 14, 2020, HUD has again updated its Questions & Answers for Multifamily Housing.
One of the items the document addresses is the CDC Moratorium on Evictions for Nonpayment of Rent stating that HUD strongly encourages us to notify residents that the CDC eviction moratorium is in place and that execution of the CDC Declaration referenced in the Order is necessary to be covered by said order.
HUD also addresses Hazard Pay or any extra pay essential employees receive while working during the pandemic. In the updated document, HUD indicates this money is NOT EXCLUDED and explain that traditional this type of income is included and not broadly excluded in 24 CFR § 5.609. Further, HUD indicates we should determine if the income is temporary or recurring when determining if an interim should be completed.
